Choose Colors and then toggle the Automatically pick an accent color from my background switch to on—you probably also want to enable the Show color on Start, taskbar and action center option too.

Basically, hold your Joy-Con’s sync button—the tiny dot on the interior side—until it starts searching, then open your computer’s Bluetooth menu. You should see the Joy-Con pop up.
